Rachel Orr Joins Lathrop GPM’s Real Estate & Tax Credit Team

Law firm expands Kansas City office with experienced real estate attorney

KANSAS CITY, MO (June 2022) — Lathrop GPM is pleased to welcome Rachel Orr as a partner in the firm’s Kansas City office. Orr is joining the firm’s Real Estate & Tax Credit Practice Group, where she will provide clients with the resources to meet business objectives on both traditional real estate transactions and complex development projects.

She has extensive experience in real estate development and is well-equipped with legal insights that will help our clients navigate a variety of real estate transactions. We look forward to expanding our Kansas City office with her excellent legal services.”

Orr specializes in counseling clients nationwide with respect to various aspects of acquiring, developing, managing, and disposing of multifamily housing properties that involve various government programs and incentives, including USDA Rural Development Section 515 and 538 loans, low-income housing tax credits, historic rehabilitation tax credits, HUD loans and Section 8 assistance, among others. She structures new business entity formation. She assists clients in complying with post-issuance requirements, including those related to qualified opportunity fund asset percentage tests, arbitrage rebate, use of bond proceeds, and monitoring the use of financed assets.

Orr also has extensive experience with municipal debt transactions, including both single- and multi-family housing bonds, qualified tax credit bonds, qualified 501(c)(3) bonds, variable rate healthcare revenue bonds, leasing and direct lending transactions, and small-issue manufacturing bonds.

A leader in the community, Orr is President and serves on the Board of Directors for the LGBTQ Bar Association of Greater Kansas City, a Board Member for the Women in Public Finance – Kansas and Missouri Chapter, a member of the Missouri Bar Leadership Institute Planning Committee, a member of the National Association of Bond Lawyers, and a member of the Tax Club of Kansas City.

Orr earned a law degree, cum laude, as well as a bachelor’s degree in business administration, from the University of Arkansas. She received an LLM in Taxation from New York University.
