SAN JOSE, Ca. (February 23, 2026) — Lathrop GPM is pleased to announce that the five attorneys from Leonidou & Rosin are bringing their extensive construction practice to the firm. Bob Rosin joins as Partner, Janette Leonidou as Senior Counsel, and Michael Lum, Roger Liu, and Tony Stavjanik as Counsel – along with two legal administrative assistants. The addition of this well-known and established team expands the firm’s construction capabilities and builds on its increased Northern California presence.
Rosin brings decades of experience representing owners, general contractors, subcontractors and suppliers in complex construction matters, from contract negotiation and construction documentation to post-construction claims and disputes. His work in the industry spans a wide range of infrastructure, commercial, industrial, and residential projects.
Rosin’s experience includes state, federal, and administrative proceedings, trials, arbitration, and mediation, as well as appellate advocacy before the California District Courts of Appeal. He has also testified before the California State Legislature on construction-related legislation. Rosin earned his J.D. from University of California at Berkeley Law School (formerly Boalt Hall) and his B.A. from Stanford University.
Leonidou brings deep experience in construction law, having represented owners, general contractors, subcontractors, and suppliers in a variety of disputes and pre-litigation services, such as contract preparation and review and negotiation, and has successfully litigated cases before state and federal trial courts and appellate courts, arbitration panels, administrative boards, and administrative law judges. Leonidou is highly regarded for her experience litigating disputes involving countless complex public and private work projects and wide-ranging business disputes in California. She earned her J.D. from University of California College of the Law, San Francisco (formerly Hastings College of the Law) and her B.A. from University of Nevada.

The new Counsel include:
- Michael Lum focuses his practice on counseling and representing general contractors, subcontractors, and sureties in claims relating to delay and acceleration, disruption, cost overruns, differing site conditions, mechanic’s liens, stop notices, default terminations, prevailing wage issues, bond claims, and construction defects. Lum earned his J.D. from University of California College of the Law, San Francisco (formerly Hastings College of the Law) and his B.A. from University of California, Los Angeles.
- Roger Liu’s practice spans all phases of private and public construction, representing owners, general contractors, subcontractors, and suppliers in issues including contract review, bid protests, construction claims, including scope of work changes, impact and delay assessment, mechanics’ liens, stop notice and bond claims, and defect cases. Liu earned his J.D. from University of San Diego School of Law and his A.B. from Stanford University.
- Tony Stavjanik has over 16 years of experience representing property developers, general contractors, subcontractors, and material suppliers in all aspects of claims involving public and private construction projects such as contract disputes, property damage claims, mechanic’s liens, stop payment notices, cost overruns, construction defects, differing site conditions, delay and acceleration, disruption, default terminations, and bond claims. Stavjanik earned his J.D. from Golden Gate University School of Law and his B.A. from Golden Gate University.
