Kathleen Hunter brings nearly a decade of litigation experience to the firm’s Labor & Employment practice group. Her practice focuses on a variety of workplace matters, drawing on her extensive background at the Department of Veterans Affairs Office of General Counsel.

Prior to joining Lathrop GPM, during her tenure at the Department of Veterans Affairs, Kathleen represented the VA in all aspects of employment and labor litigation before various federal bodies, including the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), and the U.S. Federal Labor Relations Authority (FLRA). She also has experience analyzing and drafting responses to Touhy requests and defending Administrative Procedure Act (APA) litigation.

In addition to her litigation work, Kathleen advised on VA policy and procedures, reviewed Office of Medical Inspector (OMI) reports and handled congressional inquiries. She also advised clients on Office of Accountability and Whistleblower Protections (OAWP) findings regarding senior leader misconduct. Her experience collaborating with various internal and external stakeholders, including the Department of Justice (DOJ) and the United States Attorney’s Office, further strengthens her ability to counsel clients effectively in complex workplace matters.
