Colleen Ruiz Counsels Pinnacle in Lumiere Place Tunnel


Lathrop Gage closed a significant representation for the firm Tuesday when Pinnacle Entertainment Inc. opened its brand new pedestrian tunnel, linking its Lumière Place casino and hotel development to the downtown business district in the city of St. Louis. Colleen Ruiz (Real Estate - St. Louis) served as lead attorney for the Lathrop Gage legal team in this matter.

The 400-foot tunnel is named Lumière Link and was funded by Pinnacle itself, with no government subsidy. The tunnel, in addition to linking the $507M Lumière Place facility to downtown businesses, also brings jobs itself to city residents, as the new structure is staffed 24 hours a day by Lumière Place personnel.

Ms. Ruiz has served as outside counsel to a number of mixed use projects in both St. Louis County and St. Louis City. This includes the negotiated and drafting of redevelopment agreements and the lease and development agreement and related amendments, plans for the use of minority and women owned businesses in both projects, and the negotiation and drafting of intergovernmental agreements among governmental entities for access road capacity.
